That's the WoW 8th Anniversary effect. You get a rep gain bonus for it.

I'm not sure Blizzard has commented on it either way, but it's safe to assume that it's just to increase rarity/prestige by making you sink more gold into certain colors.

Does anyone else notice that in Shrine of Seven Stars in the big round room that leads to everything, I always get a vanishing sound when I cross the floor. Also, if stealthed in WSG and you go down the tunnel, it will unstealth you towards the end of the tunnel. Bugs?
That sound is you gaining the run-speed buff from Jinho the Wind Breaker. As for WSG, someone probably just put a flare down or an AOE, but I'd file a bug report just in case.

No, the other aspects lost their powers because their job was done (preventing the Hour of Twilight). Wrathion will never be an aspect.
