How about NOT rolling over the gear that requires ratings?

Hardcore Arena people can stop crying.
BG people can stop crying.
Everyone can go on their merry way and play the way they want to.
I'm personally not irritated that gear has requirements, I'm irritated that to get BG gear, you have to do ARENA. If I wanted Arena gear, I would do Arena.
Seriously, just keep said gear arena gear and be done with it.

DKP (done correctly) is more about progression than it is about the Professor Plums.
I personally don't think the 10-mans need DKP. But the 25-mans have so many people coming and going, some of the consistent raiders lose out because of an unlucky roll.
To progress you need your best/most active guildies to get loot. It benefits the raid as a whole.
Sure, you could toss it to luck. But when the MT of your raid keeps dieing because he/she's had unlucky rolls....it's going to take that much longer to progress.
See, it's not to punish you because you have a life. =)
If your goal isn't quick progression, have at the rolls.
If it is, I'd highly recommend some kind of loot system.
I like DKP, because as someone stated above, it's objective.
And there's less liability on the side of the officers/people who run it.

If you're protection in Arena, they just kind of stare and you and kill the warlock.
It's 100g to spec into your PvP spec and then back to your tanking if you've hit the ceiling, and good luck farming that back as Protection.
As for the tipping thing...meh. I don't really feel it's necessary.
However, if you or guildies/friends are causing wipe after wipe, don't be afraid to kick the tank a little gold.
I think someone also mentioned that everyone has costs. That's fair. But it's a bit harder for Warrior tanks (Feral Druids-Cat Form, Paladins-Multi tank beat down, amirite?) and healing specced classes to farm things to cover those costs.
In closing, just throw your support classes a little love. If you don't want to offer them cash, help them with dailies. You might just end up with someone reliable to fill that empty raid or 5-man spot.
