You seem to have forgotten that blizz has stated that the rate of gear scaling (and rating scaling) will change in cataclysm and will not reach the same levels as in WoTLK.
That being the case, the mana regen from moonkin form will not be overpowered as we won't have as a high crit percent as we do in ICC.

I do perhaps see the need for some form of mana regen for lower level characters as druids get moonkin and innervate at level 40, and have mana issues before getting both.
I tmight be worth blizz changing the level at which you get innervate to level 28 (the level when mages get mana gems).
