It all depends on how you define casual. If casual for you means, "I'm a level 70, but I don't raid very much, therefore I'm a casual" I can see your point.
If I am less than level 30, I only have one main, and I want to take a break and try some PVP (and therefore also define myself as casual, or worse 'new').. and I'm one shot by another player than is laden down with high-end Pre-BC enchantments.. I don't see how casuals are babied as you seem to imply.
I'm sure the answer for you is to tell me to go level.. which, is exactly what I'm doing. However, how is that 'casual' for me? Go level to 70, then make a new toon in order play effectively at 10-19. Why not just make the lower brackets unlockable *after* you've obtained a character high enough level to obtain the resources need to play effectively? It doesn't look good on paper, but it would certainly be honest and realistic.
Again, a player with a high level character like a 70, who happens not to raid very often might consider themselves a causal... But they're not same as a new player coming up through the ranks and can't play effectively in the lower level BGs.
For the record, when I say 'you' I am not necessarily addressing #9 directly.

Interesting that the lip service to casuals comes up, but no actual substance.. thus far.
