Vanilla WoW rated the rare mobs on a table. There were two categories: (1) Level and (2) Rarity.
Level was quite simply the level of the mob. There's seven groupings of level: 6-9 / 11-15 / 16-20 / 21-25 / 26-30 / 31-35 / 36+
Rarity was: Uncommon / Semi Rare / Average Rare / Very Rare / Uber Rare *official terms*
These qualities were put on a table that cross-referenced their level with their assigned rarity and that determined their respawn time. For example: A level 6-9 Ucommon mob would respawn every 1 to 2 hours, but a level 36+ Uncommon mob would spawn every 5 - 8 hours. Likewise... a level 36+ Uber-Rare mob rewpawns every 48 - 72 hours.
Different levels of mobs also have maximum rarities. Mobs level 6 - 15 will never be more rare than Uncomon. Level 16 - 20 mobs can not be more rare than Semi Rare. Level 21 - 30 mobs cannot be more rare than Average Rare. Level 31 - 35 mobs cannot be more rare than Very Rare. Level 36+ mobs exist at any rarity.
This information was published in the official World of Warcraft ATLAS that came out with Vanilla WoW. I wish I could just plop the table onto this post... but it's not so easy. I hope that was informative.
