Officers' Quarters is literally my favorite column here on wow.com and I look to these articles for a completely fair & unbiased opinion on issues that weighs all sides of things appropriately. Please don't write, "I really don't see two sides to this issue," because it makes a sad panda.
Our guild dealt with this 4 months ago at the end of T7 all beginning with a shadow priest rolling on the mace off KT with MP5 on it. Also, druids rolling on the cloth bracers off 2D OS that were also BiS for them.
In short, the vote started with (a heated debate among) the officers and moved to the raiders with 12 - 2 in favor of allowing exceptions to the standard looting rules for BiS items. Only 3 voted for allowing exceptions (like MP5), but keeping the limit on the armor class.
If you're talking about one tier of gear (say ilvl 226 items), then yes I agree completely that the Pally should wait for his plate 226 belt before taking the Shammy's 226 belt. However, if BiS is 239 mail for the pally and he has no other 239 options for that slot, you're darn right he should get equal rolls on it with the Shammy because the Shammy has one option and the Pally has ZERO; in this case the PLATE wearer is at a disadvantage because of Blizz' poor itemization. This was much more the case with T7 than it is currently with T8.
As for "the officers to know which items are BIS for every slot, for every spec in the game," come on, think a little here; you are not an author afraid to come up with solutions. In our system, the onus was basically put on the class for knowing their BiS. And yeah, it's a hard problem, can change frequently depending on hit rating and whatnot, and requires some research. We used an (optional) thread on our forums where raiders could post that they would be rolling on something "odd" for them. They could post BiS lists for reference & discussion. There's no reason a BiS bid/roll should be a surprise for anyone.
Another topic you failed to mention that is now MUCH more relevant with T8 (hard modes and so forth) is BiS THAT'S AVAILABLE TO YOU and your guild's current progression. Let's be honest, 90-whatever% of the guilds out there aren't going to down Yogg+0 and probably not Algalon or many hard modes leading up to him...so for those guilds, who cares if your BiS drops off of Yogg+0; it's totally irrelevant.
