Dec 19th 2008 6:10PM The issue is with the ISP that services Blizzard's Los Angeles datacenter: AT&T
After reviewing the traceroutes at http://forums.worldofwarcraft.com/thread.html?topicId=13769837832&sid=1&pageNo=1 it appears that the routing breaks down soon after the connection enters att.net (cr2.la2ca.ip.att.net is usually the last hop)
For the successful traces posted, the connections continue through the AT&T network to the appropriate realm/logon server. So AT&T is likely having a dynamic routing issue where inbound connections are essentially black-holed temporarily and then routed correctly after 5-30 seconds.
AT&T's support team is aware of and working on the issue according to this poster: http://forums.worldofwarcraft.com/thread.html?topicId=13769837832&pageNo=43&sid=1#856
