The way I took it is this: You take less damage the more resil you have, meaning you have more effective health (For Instance, someone with 20k health and enough resil to reduce damage by 10% has 22k effective health).

But this causes the healing to in effect scale upward in proportion. Healers would have less trouble keeping people up, because they could either use smaller heals for the same effect or have a little bit more time before heals became critical to the outcome. So they put the debuff. The end result is everyone has more health without actually having more health. As it is, everyone still has to stay on top of their game, but now they don't have to worry about being brought from 100% to 0% in 1-4 globals.
