Well, there are many possible explanations for that. I stick to: Fel and Arcane are very similar as Fel is stated to be corrupted Arcane derived from demonic blood. The talents of Mages and Warlocks overlap considerably and its possible Necromancy - as in a collection of spells that deal with Raising the Dead, festering diseases and Shadow as a weapon - is either accessible to both Fel and Arcane or there's 'Fel Necromancy' and 'Arcane Necromancy'.
Personally, given that Necromancy is said to corrupt its wielders in a very unique manner (by turning them into undead themselves), I believe Necromancy is a field unique in magical study and accessible by Mages and Warlocks with very little/inexistant differences between the two.
However, going with what we do have (http://www.wowpedia.org/The_Schools_of_Arcane_Magic_-_Necromancy), Necromancy is a domain of deranged mages otherwise known as Necromancers. At least, according to Archmage Ansirem Runeweaver and the Kirin Tor.

Necromancy is Arcana according to the Schools of Arcane Magic in Dalaran. Shunned by true mages but Arcane nonetheless.
Nov 13th 2009 6:32PM Oh me too. I hope that this is one of the first signs of Warcraft's return to WoW.
Oct 13th 2009 6:35PM My guild "carries" new 80s all the time and has officers assigned to help new 80s with their specs and rotations. I don't see any problems with low dps, above all -undergeared- low dps, as far as one is willing to learn of course.
The problem is when that person doesn't want to cooperate. And then, is unfitting for an MMORPG until this changes.

* Mr. Chilly is no longer named Oswald and got his old name back.
Mr. Chilly > Oswald indeed.
# Glyph of Eternal Water - Your Summon Water Elemental now lasts indefinitely, but your Water Elemental can no longer cast Freeze.
Levelling a mage just got more fun!
