Why there is no kids running around for some races? I mean, Human/Blood Elf and some other have kids, but others dont. How come?

I have been staying away "or adlest trying" for the most parts, from any Cataclysm spoilers. Meaning i havent seen any new zone videos yet. So my guiestions is, how do you get to those new zones for lvl 80-85? Is it like Outland and WotLK that you travel to the new zone?
