Collect all the whelplings yourself. Start with Red, move to Green, then Dark and finally Azure.
They have a 0.1% drop rate meaning you're going to have to kill 1000 of them, on average, to have a 63% chance to get each one to drop ONCE.
The nice thing about them though, is that they're oneshot kills on a level 80, but you'll grind, oh you'll grind.
If you're interested in where the 63% number comes from, here's the formula:
1-.999^
1 - XtotheY ([inverse of droprate], [number of kills])
