Draw and imaginary line down the middle and you'll see both sides are the same. They only make the right side and then just put the same texture on the left. Actually, most armor is done this way. Arenas seem to not have this restriction.

Feb 3rd 2011 5:33PM Partial vanity items are totally doable if Bliz really wanted to. The reasons the previously gave were 1-space and 2-hiding gear. But lets be honest, the only slot that quickly tells gear level is shoulders, so anything else is fair game.
IMO, I think the shirt slot should be done away with, and instead make it a vanity head slot. Bliz can't say they need it to control the look of the character since you can already turn it completely off. Getting rid of the shirt slot (and converting shirts to chest items) also solves the space issue.
Think of how many cool hats you get from various events. The crown from fire festival, or the hat from brewfest. Or any of your favorite head pieces from teirs long past...
