It is call Expertise rating, and it increase your potency of what ever you are wielding.
Don't you wield your shield on your off hand?
It only makes sense that expertise makes you an expert of predicting your enemy's moves thus letting you reduce the chance of the enemy parrying/dodging. By that logic expertise also makes you an expert of predicting an enemy's blow thus avoiding/mitigating it?

The S9 weapon is about just as good as this mace, simply because the S9 weapon has Crit on it instead of expertise and mastery. For arms Crit is almost as good as mastery+expertise depending on your gear.

Ah WoW insider mess up my reply again.
Anyways saying arms is not raid viable is like saying Druids are only supposed to heal.
Blizzard is getting there in terms of class balance in PVE, and after 4.0.6 arms is definitely viable or even preferred in raids depending on raid setup.

Well Natsumi already covered the LotS buff part.
After all the hotfixes following 4.0.6 Arms is actually in a very good position in terms of DPS, it is still behind fury in a 25-man raid but not by much.
Arms is very valuable in a 10-man raid where it provides a good mix of buff and debuffs. In terms of debuffs, sunder armor only lasts 30 sec (much easier to fall off) unlike the Feral Druid's version which last for 5 mins.

Arms Warriors do indeed have a long ramp up time.
You play a Fury warrior which is by far the easier spec of the three trees does not mean you know everything. Right now you comment is the fucking joke.

Using TC on single target to refresh rend is a DPS lost by all means.
B&T is only somewhat useful on AOE fights.

Then where is the nerf bat for Frost Mages?
Nerfing their damage is not the solution to the probelm.
All that does is destroy them in PVE while making them still too good against melee.

Mar 3rd 2011 1:48AM Me my self and many of my guildies enjoys tanking but runs out of specs.
As a Warrior I currently have a PVE spec and a PVP Spec.
If Blizzard wants to ever solve the problem of "tank shortage" they should seriously consider tri-spec.
There is no way I am paying 50+ gold to tank a 5-man dungeon period.
