Honestly, lots of fire mages are using the legendary from the previous patch, gives a bunch of the performance we're probably seeing. Maybe a little bit more powerful? Definitely. OP? Definitely not.
If anything, boomkins, spriests and shamans need a buff, because this is taking probably a lot of legendary usages into account, and therefore probably the best.
