I like the idea of a really hard to get item, but why not have one role-specific quest per tier? Tank weapon, healer weapon, caster staff, hunter bow, melee weapons. It could work, I think, but it would be more work for them.
I think the idea of role or class specific weapons following an epic quest chain should really be explored more. The idea of getting the legendary weapon after working your ass off is cool. Why not offer more than one option at the end of the final quest? Maybe explore the art design of it all in a similar way to the way weapons that drop from Madness of Deathwing were. Imagine a bow, sword, daggers, etc that were designed around the same art concept as the legendary caster staff.
Does it "cheapen" legendaries? Not really, it just establishes them as the item level above purples, and makes them extremely hard to get. I think the "back in my day" mentality of legendaries is only going to lead people to disappointment. Blizz is moving away from putting time and effort into stuff that nobody will ever get, especially from an RNG drop rate. In fact, I wouldn't be surprized if eventually there is a Raid Finder version of legendaries (*gasp*) in the future. As one who doesn't have time to do anything outside of LFR, I welcome that prospect.
