This isn't true, unless you meant to specify "all [original] class quests..." -- my Shaman was recently given a Shaman class quest for BRD. Wowhead says it was actually added in 4.0.3, so I would guess there are some other new ones for other classes.

Living Elements alchemy transmute proc changed {WoW}
Feb 10th 2011 4:41PM The proc is definitely not guaranteed -- I didn't get any on my first Living Elements transmute post-patch. The wording in the article should definitely be updated to indicate that the rate has been INCREASED but not to 100%.
