Many languages work in a similar way, changing to suffix to slightly change the meaning. For example, Korean:
Korea - Hanguk
Korean (language)- Hangukeo
Korean (person) - Hangukin
Korean "alphabet" - Hangul
So it's really not surprising at all that "or" can mean refuge.
